Invitation to tender for Guildhall Feasibility Study, November 2023.
Liskeard Town Council is seeking tenders from suitably qualified and experienced contractors to undertake a Feasibility Study for the Repair and Refurbishment of the Guildhall, Pike Street, Liskeard, PL14 3HA.
The Guildhall is notable for its architecture and history within Liskeard and as such its repair and refurbishment needs to celebrate the buildings original features and rejuvenate the interior spaces in a way that is sensitive to the existing building and secures a sustainable use for its future.
The overall focus of the project is to: Refurbish the interior and exterior of the building; address the work identified in the Quinquennial Survey (2019) and Risk Management Report (2023); and to work with the Council and key stakeholders to develop proposals for the repurposing of the interior, focussing on the creation of community/commercial facilities in the main hall and adjacent annex, including new fireproofed disabled access to the first floor.
The Feasibility Study should provide services up to and including RIBA Stage 3.

The deadline for receipt of tenders is 12noon Tuesday 2 January 2024 . Tenders maybe submitted electronically to townclerk@liskeard.gov.uk and the subject line should clearly state “CONFIDENTIAL TENDER – GUILDHALL FEASIBILITY STUDY 2023” or via post to Mr S Vinson, Town Clerk, Liskeard Town Council, 3-5 West Street, Liskeard, Cornwall, PL14 6BW. Additional Information and responses to questions:
30.11.2023 – The delivery timescales for the feasibility study are tight as they are constrained to a large degree by the grant funding. The successful tenderer will be required to submit a listed building application by mid-May 2024. We appreciate that Listed Building Consent is likely to take a minimum of 12-weeks, possibly longer, and we will be looking to work with the successful tenderer through to the end of the listed building application process i.e. beyond mid-May 2024.
06.12.23 – Any supplementary technical/specialist advice that is required to support a listed building application (e.g. ecological survey) the Council would look to fund additionally.
06.12.23 – There is no specific format for the tender return. The tenders will be marked against price, relevant skills and expertise and experience of delivering similar heritage/conservation projects.
This initial phase of the project is being funded via the Cornwall & Isles of Scilly Good Growth Capacity Building programme and there is a target spend date of mid-May 2024. We appreciate that listed building consent is likely to take a minimum of 12-weeks, possibly longer, and we will be looking to work with the successful architect through to the end of the project (i.e. beyond May 2024).
At this stage we do not have an overall estimated construction cost. The intention is for the Town Council to use its reserves to match-fund capital works grants e.g. Cornwall’s Community Levelling Up Fund, to deliver the project.
